  "MODir"="C:\\Program Files\\GNU\\GnuPG\\Locale"
If it isn't there then it would be in the GNU folder
  ("MODir"="C:\\Program Files\\GNU\\Locale")
but if memory serves me correct it is in the GnuPG folder.
I wouldn't know this because I use the standard English
strings.  I have tons of language support, but the
system setting is (American) English.
