Further there is a bug in the windows version and we are not yet sure
howto fix it without breaking all exiting passphrases created on
Windows.  Given that there are only a few complaints it is probably
best not do change anything.  This is however something for the FAQ.

Change the passphrase on Windows using only ascii characters and keep
on using it this way to avoid further trouble if something with your
Unix locale is wrong.
