simultaneous encryption to public key, and conventional (symmetric)

when a gnupg message is encrypted to one user's public key, and at 
the same time to another user by symmetric encryption without a 
public key,

is the same session key used for the encryption,

or does the symmetric encryption have a different session key made 
from an s2k hash of the passphrase ?
