question about compiling gpg with cygwin

According to what I have read I think it can be used like this for
both ;-)

There are some lines like
export CC="gcc -mno-cygwin"
export RANLIB="ranlib"
export usrl="--host=i686-pc-mingw32 --with-bzip2=/usr/local/
- --with-readline=/usr/local/ --with-libcurl=/usr/local/"

But I have those in my build_gpg.sh
