Mail-order from a company in Tadjikistan, who gets them from a front-end
company in Hong Kong who orders them somewhere in mainland China. Good
luck tracing and suing them. Smartcards are small enough to send via normal
mail (my bank does so all the time) so the customs can't check easily for
them too.
