If the card reader works with the native Windows build of GnuPG, it should work
with the Cygwin.
USB reader support was fixed in 1.4.3-svn3916. Part of the commit included a
patch that allows the use of USB card readers on Cygwin. Releases >= 1.4.4
should work under Cygwin.
