gpg.conf is just a text file. You may create it with any editor of your choice.

It is for you to use to specify common options to gpg.

For example:

    default-recipient-self
    default-cert-check-level 3
    keyserver pool.sks-keyservers.net
    keyserver-options auto-key-retrieve include-revoked include-subkeys
