This requires support for Elgamal because DSA is used only for signing.
Actually DSS (DSA + SHA*) is an national US standard and it is suggested
to use it for digital signatures.  A variant of DSA, ECDSA gains more
and more importance and without the patent problems/FUD you would very
soon see it included and used in all Internet standards.
