Not especially.  If you really want to know the nitty-gritty details 
about the differences between versions, I'd suggest asking on the 
gettext mailing list.

If you want to proceed with this, I'd recommend using Fink to install 
GnuPG2 and gettext.  Fink is a much more convenient way to build 
packages from source.
