We have no need to fix that problem.  Thus it takes until all higher
priority jobs are finished.

You can't.  In most cases gpg-preset-passphrase is hack to work around
policies which require a passphrase at places where a passphrase does
not secure anything (because that passphrae ends up in a file
somewhere).
