Perhaps I mis-read the initial Question but if You still have the Secret
Key & the passphrase then a Revocation Certificate may be generated at
any time.  You may generate the Certificate and store it separately from
the Key and utilize it at any later time whether You possess the Key or
passphrase.

This is why it is strongly recommended that a Revocation Certificate be
created at the time of Key generation and safely, securely stored for
future use.
