You may find GPG2GO satisfies Your needs /if/ You are comfortable using
the Command Line inputs instead of a User Interface.

The files in the download package have been UPX compressed in order to
fit 'comfortably' on a floppy disk but if You're using a USB device then
You may feel free to replace them with uncompressed Binary Files via
Copy/Paste [overwriting the existing Files].
