Could you explain that one? 'Cause that's rather antithetical to the way
make works, whether one is on windows or not.
If one of a files' dependencies changes, then that file and files that
depend on it are regenerated.
If config.h (where the printed version info lives) is changed, all the
source files that include it are rebuilt
