gpg.conf in Gpg4win

Check that you are changing the right conf file. Runnign "gpg --version"
shows you the homedir, where gpg expects its conf file.  Also watch out
for version specific conf files like "gpg.conf-1" which will be used if
available only by gpg 1.x.y versions.
