  Yes, I think with the defaults settings it will encrypt the message to
all the recipients, unless one of them doesn't have a valid key in your
keyring. In that case, TB will ask you what to do, before sending the
message (if you have selected the message to go encrypted, it will not
be sent unencrypted).

  Yes, a lot of people, I think. There is even a mailing list which uses
only encrypted messages, but that requires rules per recipients...
