  Yes, that's the right place. At
http://www.gnupg.org/download/index.en.html
  Look for the Binaries section of the page, and then, look for the line
that says "GnuPG 1.4.9 compiled for Microsoft Windows." At the right
place in that line, it says "FTP". Click on FTP, and the download should
start.
