gpg2 allows that only for symmetric encryption. The reason is that
eventually all public-key crypto involving the private key will be moved
to gpg-agent.
However, you can control gpg-agent from your application. There is
gpg-preset-passphrase and if you need more control, you may want to
write your own pinentry. The environment variable PINENTRY_USER_DATA is
passed from gpg2 down to the pinentry and provides a way to convey
control information to a newly written pinentry.
