Try replacing the backslash with a forward slash when specifying the
path in the command.  Unlike Windows, the backslash is an escape
character in gpg and other Unix-like software.

You may also want to check the permission settings of C:\Documents and
Settings\Default User\Application Data\gnupg or wherever your keyrings
are located.
