I think there is no such RFC, just an assertion from a messaging
industry lobbying group that it's the "best" practice to block mail
from people who don't do things their way. The whole idea looks
suspiciously like it's designed to coerce people into abandoning
simple, cheap/free "home brew" solutions and purchasing services from
