Error message when refreshing keys

gpg --version 
gpg (GnuPG) 2.0.17
libgcrypt 1.4.6

When doing a "gpg2 --refresh-keys" I find the following being displayed:

gpg: read_block: read error: Invalid packet
gpg: Total number processed: 0
gpg: no valid OpenPGP data found.

Is this a problem on my end or on the server?
