Such as? Without signatures or "trust-model always" my email app

Fair enough. A local signature has *potential* meaning beyond simply
allowing you to use the key. But I feel "activating" fully captures
the essence when the local signature is made with the default "(0) I
will not answer." in response to "How carefully have you verified the
key you are about to sign actually belongs to the person named above?"
