Why? If people re-upload their keys to servers to publish additional
UIDs and certifications, I see no reason why this should be rare at
all. Plenty of people change email addresses frequently, or use
several. If they have added an email address since some certifications
were obtained on their key, that user-id will bear fewer
certifications so will likely appear "valid" to fewer users.
