The signature notation generated is:-

issuer-fpr at notations.openpgp.fifthhorseman.net=0000000000000000000000000000000000000000

whereas it should be (for example):-

issuer-fpr at notations.openpgp.fifthhorseman.net=B3AE7ECA9A8C8B3026A5A0F56B7C74CEB31F25F0
