Signature-notation %-expandos expanding to strings of zeros

Right, there was a regression.  Works again; here a test using a subkey

gpg: Good signature from "foo bar <foo at example.org>" [ultimate]
gpg: Signature notation: signed-byf at example.org=0000000000000000000000000000000000000000
gpg: Signature notation: signed-byp at example.org=C91D0631309FE8FD3277446BCD6A67456C563330
gpg: Signature notation: signed-byg at example.org=3BCC875789C4D11CBC1A8D2794115DF018AEC210

signed-byf (%f) is all-zero because this is not key signature.
