GnuPG modern can't genereate keys on my Windows

I cleared the AppData and registry, installed https://gnupg.org/ftp/gcrypt/binary/gnupg-w32-2.1.7_20150811.exe to D:\Program Files (x86)\GnuPG, started the command prompt, typed "gpg --full-gen-key --expert" and get an EOF error after I entered the password.

We need to generate a lot of random bytes. It is a good idea to perform
some other action (type on the keyboard, move the mouse, utilize the
disks) during the prime generation; this gives the random number
generator a better chance to gain enough entropy.
