Yes, it does not toggle the display in GnuPG 2.1.x. If you "toggle"
nothing seems to happen. But if you then, for example, try to "adduid"
you are told you need to "toggle" first.
In <https://bugs.g10code.com/gnupg/issue1975>, Werner says the
[toggle] command should be removed because it does not make much sense
anymore.
