Decryption with suppressed key ID (--throw-keyids) different in 2.1

Hi,

the next problem with my 1.4 -> 2.1 (2.1.15) migration (Windows 7).

Is there a reason why decryption of data with the recipient's key ID
suppressed now requires the --try-all-secrets option?  It took me some
time to realize that difference.
