Note: I use GnuPG 2.1.15 under Windows but do not use gpg4win.

That said, have you tried gpg4win's beta version?
Gpg4win version 3.0.0-beta187 (2016-09-05) includes GnuPG 2.1.15.
I'm not sure what component in the package is a beta; GnuPG 2.1.15
isn't and most of the version numbers match those in Gpg4win version
2.3.3 (2016-08-18).
