File perms for conf files

If you're uncompressing them into %appdata%\gnupg then they should
inherit permissions from the parent directory which, as far as I can
tell, should be entirely correct.
On my Windows 10, the current permissions are Full Control for SYSTEM,
the Administrators group, and the current user. (I think the
Administrators group is only added if an administrator has used Windows
Explorer to look in the user's home folder hierarchy).
