To change the PINs on the card you need to use 

  gpg --card-edit

At the prompt you can directly change the PIN using "passwd" (gpg tries
to keep all 2 or 3 of them in sync) or you  enter "admin" to get this
sub-menu

  1 - change PIN
  2 - unblock PIN
  3 - change Admin PIN
  4 - set the Reset Code
  Q - quit
