Your kernel/OS is probably too old. According to inotify(7) you
need at least kernel 2.6.36.

You can try:

% ./configure ac_cv_func_inotify_init=no

Emacs uses:

/* Ignore bits that might be undefined on old GNU/Linux systems.  */
#ifndef IN_EXCL_UNLINK
# define IN_EXCL_UNLINK 0
#endif
