Ok -- I think I got it:

If I start Tor Browser as usual by clicking on "Start Tor Browser" it 
does not work.
But if I start "Browser\TorBrowser\Tor\tor.exe" it works like a charm.

How can I socks5 dirmngr connections to "Tor Browser"?
