All that I can say is:

The reader has features which should work well for OpenPGP card with GnuPG:

(I like TPDU reader, btw.  The simpler is the better.)

When scdaemon asks the reader to power on the smartcard, it fails.

So, it's not something complicated.  Just it doesn't work from the beginning.

Given the situation (the card should be OK and the reader should be OK,
possibly the machine is also OK), most likely, I suspect the contact
between the reader and the smartcard.
