compilation error for libgpg-error-1.28 on armhf

After the first attempt modify the downloaded swdb.lst file and add
  CUSTOM_SWDB=1
to the make -f ... line.  That should by pass the integrity check and
download the version you entered there.

I try to get a 1.29 out this week.
