Here is why these auto-key-locate (AKL) parameters are required:

  clear     := Remove all existing AKL setting from a config file.
  nodefault := Do not use the default AKL.  The default contains "local"
               which has obviously a higer precendece than wkd.
  wkd       := Use the web key directory.

BTW, the recent GPA release uses the above command line when you give a
mail address in the Server->Retrieve_key dialog.
