I have to update my statement about the last version of
GnuPG (mostly) working on Windows XP SP3. It is
GnuPG 2.4.4. One prominent problem is that it cannot
accept interactive input of payload from the terminal,
but --edit-key and --gen-key work. Version 2.2.42 does
not have that problem.

May I ask why you need to use GnuPG with a non-default
home directory? In my case, I wanted to store it on a
drive encrypted with VeraCrypt 1.25.7, because it is a
work PC in an office.
