Hello again.  Please disregard 1.1.15 and try 1.1.16 instead, which
should actually build better on some non-Linux platforms.  Guess I
should actually build releases on many platforms before releasing
them...  Changes are:
- Fix missing gnulib linker parameter when building certtool.
- Add gnulib module 'progname', needed by module 'error'.
- Improve building with srcdir != objdir.
