gnutls be gnu

I've got a mail from RMS asking for gnutls to be a gnu program.
Since we are not ready - we have no certificates - thus we cannot
do anything except simple DH, I said yes, but not until we add certificate
support - openpgp or x509. I do not even know how much work is
this. Tarun do you need any help on x509 stuff? 

I've got some time now to work on gnutls - i've quit my job -
thus I'll be able to implement that connection resuming, or help on 
certificates if needed.
