[gnutls-devel] --with-nettle-mini is ineffective

 Nettle-mini is a version of nettle without the gmp dependency. That
is used mainly in the openwrt system where you may want to trade
performance for space. That version of the library is not included in
gnutls, and that's why detection of the library is still required.
