[gnutls-devel] GnuTLS | be backwards compatible with priority strings (#549)

When priority strings are specified with the NONE keyword, they cannot be forward compatible with new protocol versions (e.g., when a new protocol requires a new option such as TLS1.3 requires GROUPS). In that case cope with legacy strings and allow them even if we need to disable a protocol.
