[gnutls-devel] GnuTLS | With TLS 1.3 enabled, gnutls_handshake() succeeds in client when client fails to send required certificate (#615)

(*Only mildly related*: the next bug I'm working on is that the `gnutls_certificate_verify_function` set by `gnutls_session_set_verify_function` is sometimes not called during the call to `gnutls_handshake`, with all versions of TLS. I'm just now starting to dive in deeper to figure out why. Is there any situation where that might be expected to happen for some reason?)
