[gnutls-devel] GnuTLS | MinGW CI runners fail to build GnuTLS but succeed (#626)

[Development of GNU's TLS library]

Indeed there are two issues here.
 1. gitlab doesn't indicate a compilation error
 2. The code here is using unconditionally CKM_EDDSA

The last is within our control to fix.
