[gnutls-devel] GnuTLS | Fuzzer tests complain about missing file (#556)

[Development of GNU's TLS library]

The bootstrap script is from gnulib and only cares for the gnulib submodule (`git submodule update --init gnulib`). Since `./bootstrap.conf` is sourced by `./bootstrap`, we could of course update the other submodules from there. @nmav WDYT (some CI runners don't update the submodules on purpose !?).
