[gnutls-devel] GnuTLS | Fuzzer tests complain about missing file (#556)

[Development of GNU's TLS library]

> The bootstrap script is from gnulib and only cares for the gnulib submodule (`git submodule update --init gnulib`). Since `./bootstrap.conf` is sourced by `./bootstrap`, we could of course update the other submodules from there.

Makes sense to me (but see below).

Yes, to improve running time when they are not needed.
