[gnutls-devel] GnuTLS | pubkey: remove deprecated OLD_PUBKEY_VERIFY_FLAG_TLS1_RSA (!981)

@nmav apologies it's been a busy week.
I'll extend the `tests/sign-verify-data-newapi.c` and `tests/sign-verify-newapi.c` cases to test against the `GNUTLS_VERIFY_DISABLE_CA_SIGN` flag.
It'd also be good to have a test for `GNUTLS_VERIFY_USE_TLS1_RSA` as well in terms of code coverage of the functions affected by the change.
Will push a squashed commit with the updated ticket references this evening.
