[gnutls-devel] GnuTLS | Remove checks for ssize_t in configure.ac (#688)

[Development of GNU's TLS library]

windows has both size_t and ssize_t according to [this page](https://docs.microsoft.com/en-us/windows/desktop/winprog/windows-data-types), so I doubt this is affecting any platforms we care. However, any platform affected will break compilation, and with a fix like the above, the ABI as well. What about we move that change to a more prominent release? I made the 3.7.0 milestone for similar changes. What do you think?
