[gnutls-devel] GnuTLS | lib: Provide _Thread_local on MSVC (!929)

@rockdaboot it seems it is a generic issue. Checking your pipelines seems to have the same behavior:

It looks like the variable is not reliable on forks other than origin? Or it could be a regression from gitlab site; https://gitlab.com/gitlab-org/ci-cd/team-tasks/issues/7
