[gnutls-devel] GnuTLS | Check for Signed-off-by: in CI (!871)

[Development of GNU's TLS library]

In my tests with the Signed-off-by stuff I saw that 'retry: 1' indeed restarts the runners when they fail.  But I am not sure about error 137. It might be a different category.

To test it, we could wget an URL (with runner/pipeline id) and check the logs of the web server next time we see 137. Currently, I have no web server running...
