[gnutls-devel] GnuTLS | Enable PSK by default (#680)

[Development of GNU's TLS library]

The question of the priority of `DHE-PSK` vs `ECDHE-PSK` can be solved by falling back to the current GnuTLS policy on asymmetric key exchanges. For the purposes of this bug, I don't have a preference. I just want the user/developer experience to be less vague.
