[gnutls-devel] GnuTLS | Add gnutls_hmac_copy() (#787)

[Development of GNU's TLS library]

The problem is that the operation won't be available for externally-provided MACs. So we either have to make `gnutls_hmac_copy()` return whether the operation is available or not, or we have to completely remove `gnutls_mac_register` interface.
